ROSEVILLE, Calif. — USA Properties Fund has opened The Crawford, a 265-unit affordable apartment community in fast-growing west Roseville, the developer announced Oct. 16.

The company described the project as a $112 million public-private partnership with the City of Roseville, Bank of America, Citi Community Capital and Safehold. About 125 apartments are available to lease now to income-qualified households.

The project

The Crawford sits at 1130 Harvey Way, just east of Fiddyment Road, on a site of about 11 acres. State financing records show:

  • 265 apartments, including three manager's units
  • 66 one-bedroom, 132 two-bedroom and 67 three-bedroom units
  • 11 residential buildings, plus a clubhouse
  • 436 parking spaces, about 100 more than the city requires, plus EV charging and bike racks

Amenities include a clubhouse with a large kitchen, a fitness center, a swimming pool, a barbecue area, a playground and on-site laundry. Units have energy-efficient appliances and lighting, quartz countertops, tile backsplashes and low-flow fixtures.

Bassenian Lagoni was the architect of record, Multi-Housing News reported. The developer has not named a general contractor.

Who can live there

The Crawford serves households earning 30% to 70% of Placer County's area median income. For a family of four, that's roughly $39,400 to $92,000 a year, according to the developer.

Rents range from under $700 for a one-bedroom with a city housing voucher to $2,310 for a three-bedroom. The Roseville Housing Authority provided eight project-based vouchers, which reserve those units for very low-income residents.

State tax credit records show this approximate breakdown of the 262 income-restricted units:

Nonprofit LifeSTEPS will provide social services for residents, and the JB Brown Fund will offer scholarships and emergency assistance.

How it was financed

The Crawford was financed with 4% federal low-income housing tax credits and tax-exempt bonds, a common structure for large affordable projects in California.

In December 2024, the state recommended about $5.66 million in annual federal tax credits and a $59 million tax-exempt bond allocation for the project, according to the California Tax Credit Allocation Committee and the California Debt Limit Allocation Committee. Their staff report put total development cost at about $115.7 million.

Other pieces of the financing:

  • Bank of America: construction lender and tax credit investor
  • Citi Community Capital: permanent loan
  • Safehold: ground lease on the land, which closed in January 2025
  • City of Roseville and the Roseville Housing Authority: partners, including the eight vouchers

USA Properties developed the project in a joint venture with nonprofit Riverside Charitable Corp.

Analysis: The ground lease is the less common piece. Instead of buying the land, the developer leases it from Safehold, which reduces the cash needed up front. In the state's financing summary, the Safehold lease covered roughly $15.5 million of the project's costs.

What they said

USA Properties President Geoff Brown said: "We are committed to developing and investing in our community."

Roseville Mayor Krista Bernasconi said the city "has long been a leader in supporting the development of affordable housing."

CP Parmar, Bank of America's president for the greater Sacramento region, said projects like The Crawford help "working families" afford to live locally as the area grows.

Safehold's Steve Wylder said the company was "thrilled to support USA Properties in delivering this high-quality community."

Fast build, phased opening

Construction began around the start of 2025. The state's staff report projected a December 2024 start and an April 2027 completion, and Multi-Housing News reported in February 2025 that the project had broken ground and that the first units could come online in 2026.

The developer didn't give a final completion date. With about 125 of 265 units available now, The Crawford appears to be opening in stages as buildings are finished.

Analysis: Opening in phases is common on garden-style projects spread across many buildings. Finished buildings can start earning rent while crews complete the rest.

A growing Roseville portfolio

The Crawford is USA Properties' third community in Roseville. The company says it has about 1,350 units recently completed or underway in Roseville and Rocklin, and 36 apartment communities across the Sacramento region.

Why it matters for contractors

Analysis: Projects of this size, 11 buildings on about 11 acres, bring steady work for sitework, concrete, framing, roofing, MEP and finish trades over two to three years. With USA Properties continuing to build in Roseville and Rocklin, subcontractors in Placer County should watch for its next projects.
