Resurrection Project Files Zoning for Casa Nayarit, First Phase of Pilsen's 18th/Peoria Site

The seven-story building at 900 W. 18th St. would bring 76 affordable apartments and a daycare, the start of a planned development of just under 500 homes on 6.3 acres.

A long-planned redevelopment of an industrial site in Chicago's Pilsen neighborhood has moved into the zoning stage. The Resurrection Project has filed a zoning application for its multi-phase, mixed-use development at 18th and Peoria streets, Urbanize Chicago reported.

The site

The 6.3-acre site is bounded by 16th Street to the north, Newberry Avenue to the east, 18th Street to the south and Sangamon Street to the west. It was the subject of a Chicago Department of Planning and Development framework plan that laid out the vision for the property, according to Urbanize Chicago.

Official plans for later phases haven't been released, but the Planned Development filing shows the full site would have just under 500 homes, along with parking and commercial space.

Phase one: Casa Nayarit

The first building will be Casa Nayarit, at 900 W. 18th St. on the southwest corner of the site, facing 18th and Peoria streets. Designed by Canopy / architecture + design, it would be a seven-story mixed-use building about 80 feet tall, Urbanize Chicago reported. Plans include:

  • 76 affordable apartments
  • 18 car parking spaces and 76 bike parking spaces
  • Ground-floor commercial space planned as a daycare
  • Surface parking behind the building, reached from Peoria Street
  • Outdoor green space with a playground

The facade would use colorful precast panels, with several murals planned from local artists.

Approvals and timeline

To build at this scale, the developer is asking to rezone the site from M1-2, a manufacturing district, to B3-3 with a Planned Development designation. The project needs approval from the Chicago Plan Commission, the City Council's Committee on Zoning and the full City Council, according to Urbanize Chicago.

If approved, The Resurrection Project plans to start construction in spring 2027 and finish the building by summer 2028.

Why it matters for contractors

Casa Nayarit is a mid-rise affordable housing job of a size many Chicago general contractors handle: seven stories, about 80 feet, 76 units and a ground-floor daycare. The precast panel facade means work for precast manufacturers and erectors, and the daycare space brings its own build-out requirements, typically including stricter life-safety, finish and outdoor play area standards.

The bigger prize is the full site. With just under 500 homes planned across multiple phases on 6.3 acres, 18th and Peoria could keep contractors busy in Pilsen for years. Early phases often set relationships for later ones, so firms that perform well on Casa Nayarit could be well positioned for what follows.

Affordable housing jobs like this one often come with public financing requirements, such as prevailing wage rules or local hiring and minority- and women-owned business participation goals, depending on the funding sources. Urbanize Chicago didn't detail the financing, so contractors should confirm those terms when bidding opens.

The schedule gives subs and suppliers time to prepare. With a spring 2027 start targeted, bidding could come in the first half of next year, once the Plan Commission and City Council act. Contractors interested in this site should follow the zoning application through the Plan Commission and keep in touch with The Resurrection Project and Canopy / architecture + design.
